Are Japanese basic energy cards legal (obviously in sleeves because card back)? Also, must constructed decks be exactly 60 cards? (*raucous laughter*)

What do most people consider as near-mint (won't ask about mint because none of my cards are), excellent or very good? Specifically, some of my cards have: slight scratches, slight crease at corner, slight whitening on edges, that sort of stuff.

I came across this scenario yesterday. My friend played a Dowsing Machine, placed it in the discard pile and then took it back. I told him he couldn't, because he needed to resolve the card's actions before placing it in the discard. Am I correct?
