Ruling 'Effects on the Defending Pokemon'

Is there a difference in the sentences, 'This attack's damage is not affected by any effects on the Defending Pokemon,' and, 'This attack's damage is not affected by Weakness, Resistance or any other effects on the Defending Pokemon?'
Basically, are Weakness and Resistance effects on the Defending Pokemon? And in that case, does Rayquaza deal 180 damage from Shred to Dragon types, but Cobalion EX 100 damage to something with Metal weakness?
 
Weakness and Resistance are mechanics of the game, and not effects on defending pokemon. Thats why they need to specify if an attack will effect Weakness or Resistance
