If Water Pokemon Master is such a master then he should know.
 
Maybe they have special glands that collect moisture from the atmosphere. Not sure how they can get so much while in a desert.

I think they'd have a water bladder I think its called. Just like fire types have a bladder to created flames, though I guess the water could be reaction based like how Houndoom makes fire by shooting toxins that react with the air.

I think Squirtle just has a large bladder and holds everything in there to shoot out.

It's the only logical conclusion.
 
Okay then, how does a Starmie do it? You're telling me it has a bladder too?
