Edit: Changed Calm mind to Knock Off so Clefable can handle much easier after CB has been removed.

Life Orb makes that 81.3% 100% (I'm a sucker for taking advantage of LO it seems). It isn't as good as scattered mind's due to Hydro Pump's miss chance and the fact that Rotom simply doesn't have enough time for its usual W-o-W shenanigans, but it's a pretty solid choice against Excadrill without Mold Breaker. The 248 HP/252 Def variant takes slightly less damage, but I don't consider it as useful as the faster variant, which is why I chose to post this.
 
Cloud Nine just removes the effects of weather when CN is in effect. Wouldn't the effects of sandstorm just return when you Mega evolve? You don't even outspeed it if sandstorm fades, anyway. Here is a calc with megas.
