Ruling Tool Scrapper

General rule is that you cannot play an item card if its known that it will have no effect. so you can't tool scrap for 0, play max potion to heal 0, super rod to shuffle 0 cards back... etc.
While not exactly the same, I put the key words in bold. Tool scrapper cannot be played when there is no valid target as stated above, but you must also discard at least one tool in play.
The only exception to the "up to X" rule is when you are searching for specific cards from the Deck. This is because it can't be proven there is a valid target to begin with, e.g. Collector lets you search for up to 3 Basic Pokemon, but it's unknown how many are in the Deck to begin with.
However, with a card like Poke Drawer +, which lets you play 2 at once to search your Deck for "up to 2 cards" (not a specific kind of card), then you must take at least 1 in that case, since it is known that you still have cards left in the Deck.

Also, keep in mind, if you play tool scapper and the only tool in play is yours, you must discard that one.
