Tech and starter(s) for Charizard Deck! (Less than 50 cards)

Hey guys, I'm currently running a Charizard deck. What is a good Tech to use ({L} or {G}) to counter {W} Based decks? I discourage the use of Exploud SV. Also, what is a good starter for this deck? I read a few articles and saw some of them don't use the standard Smeargle/Spiritomb/Sableye but instead have a 3-2 Ninetales (2 Shiny Vulpix) line.

IMO, 3-2-3 'Zard is better. I just find that you will never, ever need four Charizard, with recovery. Fisherman is just bad. You won't have 4 Energy in the Discard with Typhlosion. Also, don't use 'Ape. Not worth it.
As for a starter, you don't really need one. Just use Call. Vulpix can search for Energy (if using the Shiny) or draw (if using the normal one form PL). Charmander can find other Fire types.
Water counters. THe best I can think of is a 1-1 Luxray GLX line. YOu can always Poketurn it, to prevent it from taking bench space, and you can either attack directly or just attack around your opponent's water-types.
 
One thing that benefits from your evolution and acceleration, and gives you more draw power, is magnezone prime. It has a lot of counter-synergy with charizard though, and I would question it as a secondary rather than the deck's main attacker.
 
as far as starters go, I would recommend Jirachi RR. just use it for it's power and no energy attack. send him out, play pokemon collector, lay the fire types down, attack again for 2 or 3 more fire types. then it dies, search for twins. use twins, evolve 2 of the fire types you have down on the field and then roast reveal with ninetales to get setup really fast. typhlosion just slows you down. you're almost better served running 5 fire energy instead of a 2-1-2 line typhlosion, especially if you instead replace it with 4 fire and 1 IQ. the IQ will get all the energy into your hand leaving only pokemon and supporters/trainers in your deck.
Jirachi also has a free retreat, so that helps if you're already setup and it's not dead.
you can even run 2 collector instead of 3. collector for a jirachi, retreat, and send it out to re-use the collector (assuming you don't start with Jirachi)

as for your tech against water.. I'd say you use scyther (Jungle Reprint) to counter Feraligatr and perhaps an ERL to counter waters weak to electric. using Jirachi once again, you can use 2 Bebe's at once to get both halves ready for next turn. then you wouldn't have to tech in a rainbow energy.
