Ruling Smeargle UD

I was playing a boy it league last week, and he was using gyarados. On my turn I KOed one of his pokemon, and he sent out smeargle, used its power, then retreated, warp energy`d and tryed to use it again. I argued that he couldn`t because the card said that he could only use it one per turn, but he thought that, because smeargle went to the bench, he could use it again. Who was right?

It still counts as the power being used. If the Smeargle were to get returned to his hand he would be able to do it again.~Mark

You are correct. Benching a Pokemon does not clear a Poke-Power being used. It clears Special Conditions and attack effects, but it does not clear Poke-Power use. As DE said, it would need to leave play for it to be re-used.
