This could have mileage in the right situation.

Offensively, it could work in spread decks. Baby Lele can use Magical Swap to even trigger the effect and shut down one or more of an opponent's loaded (with energy) pokemon.

It also works in decks that have a hard time 'hitting for numbers' - with this card, close counts.

Defensively, this also seems a potential tech against metal decks where half the cards subtract damage and it's near impossible to get OHKOs.

Oh, this is spicy!

I'm thinking Expanded. The Raticate that drops an opponents Active down to 10 (without coin toss). Use the Triple Colorless Energy to do it. Run a couple Special Charge and the Mr. Mime that blocks Acerola. Run Rescue Scarf to get back your Raticates and force 6-Prize game. Maybe Hypnotoxic Laser to take KOs when you need to. Use 1 Shadow Triad.

And then 4 of this to prevent them from taking a swing at you as well as being able to win the Stadium war.

As if Lost March doesn't have enough trouble on its mind atm. (getting 1 shot by zapdos for days, isn't funny any more)

Now Natu can't even attack!!

As said above by @Lord Goomy, Natu has a maximum of 40HP, not remaining HP.
