So, they just revealed the shiny version of this card (with no regular version of it in the set...wtf?), and I'm wondering...does the second attack hit for weakness? Is it ignoring things like Eviolite, or is completely bypassing Resistance, Weakness, and anything else for just a straight, unaffected 90 damage?

When using Shred, you do apply Weakness and Resistance. An example of a card that does not is this Liepard.
Weakness and Resistance aren't technically effects on the target.
 
Also, to clarify, it could be affected by anything on your field (such as PlusPower). Just not by things such as Eviolite, Abilities (not sure if any would actually apply in this case), or Defender.

Samurott BLW has a damage reducing ability. Which would be bypassed by the attack
