japanese steelix need help identifying

i got this card in a binder of holos from a friend but i'm not sure what it is. it has the set mark for neo genesis but a different pic. If anyone can tell me what it is and how much its worth I'd appreciate it.

Im assuming its a Promo cus the text on the Border.

It is a NEO promo. You can tell it is a promo because it has no rarity mark. It is from March 2000 - Pokemon Trainer's Magazine - Vol.  # 5
