Since Emboar is BW21 and the set rotation removes all promos unto BW33, Is it still legal due to Emboar's Shiny Reprint In Next Destinies?

Yup, any version of a card that is included in the modified format is legal (other than some exceptions like Computer Search).

Does Gust of Wind Apply to Catcher? I have a few of those lying around

Nope. Not the same name. It only applies if it's the same name, and if the effect is different, you must provide a reference.
ACE SPECs are an exception. You cannot use older cards with the same name as an ACE SPEC.

Same reason why you cannot use Energy Removal 2 in a tournament.

If I understand what you're asking, then no, Gust of Wind is not legal. Only Catcher is.

As always, there is one exception - EXP. ALL is Modified legal (but Exp. Share reference card is needed)

But Gust of Wind is nice league proxy, I use them all the time

Alright Thanks. I'm still Looking for that 4th Catcher. They should be pretty easy to find in The new set though. I sold mine due to me being a dud forgetting the DEX Shiny Reprint. Now Plasma Blast has a reprint too. I'm such a dud.
