It's budget because there are optional cards you can replace to make it more budget friendly.

Such as-
Espeon EX (Though not listed as optional, it is)
Shining Mew
Shining Jirachi.

Some of the price is under the assumption you might already have 1 or 2 of the cards (1 EX, 1 GX, 2 GX, 1 EX, etc)

Quick question, what is your definition of a budget list? No leles? Under x dollars? Because it is possible to make a list with 2 leles (80$) for under 100 dollars. I’m asking because I have a delphox break list that might be considered budget even with leles cuz delphox is so cheap.

Under $100- $105 at max. Lele's cash value isn't really sitting at any one certain place, so I don't like having Leles' on my budget decks.

Example: Lele sat at a comfortable $43.00 for two weeks, then for no reason had a $10.00 price spike. (On: TCGPlayer.com)

Lele's pricing is highly un-predictable, so I don't want to have it be a liability on me to constantly replace it with something else. As long as the build can guarantee a price under $105.00 24/7 (at MAX) I'm fine with it.

It's mainly that when someone opens a budget deck spoiler and sees Lele, they'll think this is an un-reliable resource.
I mean, spending $40 on one card is a little ridic. You would just have to put a little disclaimer in your list saying that even though Lele is expensive the deck is still budget regardless, or something along those lines.

The strategy is to paralyze with Raichu's ability while recycling devolution sprays with Heatmor, supported by Victini. There is also a milling aspect (Team Rocket's Handiwork)once you have the cycle going.
