Does the effect of Cobalion's Iron Breaker still lasts if the defending Pokemon is knocked out,

For example, when Cobalion knocks out Reshiram with Iron Breaker and I bring out another Reshiram up, does the effect of Iron Breaker still works on the new Reshiram?

No; Iron Breaker's effect (of blocking attacks) only works on its actual target. The effect doesn't carry over to another Pokemon; you'd have to use Iron Breaker on that Pokemon to have it apply.

Also retreating and then using switch (or using 2 switch cards) to bring the same active Pokémon out ends iron breaker's effect. Since once on the bench, all effects are no longer on the pokémon.
