blazikenlv100, it's not completely due to the oil spill. It's mostly supply and demand - the more we use oil up, the less there will be. And the less there is of something, the more it will cost.

Oil prices go down when new sources of oil are found.

blazikenlv100, never use Curse on a Ghost type. Especially not on someone like Dusclops - he needs all the HP he can get. (Thus, Pain Split is a necessity on the guy. And since he gets WOW and Pain Split, he can do quite well!)

How does Pain Split work so well on Dusclops? His base HP is very low.

WOW makes physical attackers do even less damage to the guy, plus it's good to rack up residual damage from burn and such. Never underestimate what burn can do!

Oh, and apparently I DON'T have a Weezing EV trained. I thought I did; I must have been thinking of Dusclops instead. Oh well.

blazikenlv100, isn't there another Grass move you can teach him besides Solarbeam? Solarbeam's a bit unreliable...

As for Weezing? If you can't get Pain Split, you should be able to get Will-O-Wisp at least. And if you are really worried about status conditions on Weezing, then teach it Rest and give it Leftovers - Weezing needs those Leftovers to stay alive perpetually, and Rest will heal off all status.

(To get Willowisp, breed Koffing with someone from the Shuppet or Banette line. To get Pain Split, breed it with Misdreavus instead. Getting WOW and Pain Split on the same set wasn't possible until Gen 4, when WOW attained TM status.)

blazikenlv100, I see you are running a primarily offensive Weezing. However, I see two moves that are missing for some reason: Will-O-Wisp and Pain Split. It isn't possible to get both those moves onto 1 Weezing in Gen 3 (at least, I don't think it's possible), but they're worth considering.

WOW lets him tank against physical things even better, and Pain Split is a good healing move. I've actually got a Weezing lying around in my Emerald (which I can't find for some reason); I can tell you how I raised it if you wish.

blazikenlv100, out of interest...before you waste your TM, what does your team currently look like?

blazikenlv100, I don't see why either one of them would need it. Ninjask is mostly for Baton Passing and Shiftry is just miscellaneous. If I were you I'd save it for something else, but if you must, then pick Shiftry.

blazikenlv100, Emerald makes R/S look vastly inferior in comparison. I suppose if you want to get it, there's no stopping you, but if you're already comfortable with the Battle Tower and such in Ruby, it's a push either way.

I'm trying to work my way through Pokemon Pinball RS; I managed to catch Rayquaza over the weekend while I was driving home from Arizona - a nice way to end an otherwise subpar weekend.
