Ruling Zoroark's Foul Play

On Zoroark's Foul Play, how do you interpret "Defending Pokémon's"? Is this the currently active pokemon of my opponent only? Or does this include the opponent's benched pokemon.

It appears to me this card can be used to deal out all sorts of damage while fighting opponents with active and benched pokemon with attacks that take 4 energy while I only have 2 energy to use the same borrowed attack. As long as I have 2 colorless, I can use my opponent's 120 damage attack that takes 2 blue and 2 colorless, right?

Defending pokémon refers to the opponent's active.

And yes, zoroark can use the attacks on the opponent's active pokémon. Even when it just has a dce.
