Ruling What can you do?

I didn't know which area to place this thread in, but I fiured this might be a good option.

But anyways, this came up at a BR's this year, so I'm wondering what happens if this happens:

What happens if you are watching another match [but not scouting, so for a different age division, or at the seat where you battled], but you're watching the match, and you see one of the players start to cheat. Now, you're not playing the match yourself, so you can't call the judge or say anything, but the opposing player, let's say, catches it and calls the judge. Can you tell the judge what happened?

The reason I asked, is because there was a total juniors n00b -.- playing against one of my friends. My friend was using Machamp, and used Strong-Willed on his Machamp Lv. X. So the junior n00b he's facing attacks, kills the machamp Lv. X. Danny [the machamp user] flips heads for strong-willed. [so machamp has 10 HP left]. The other kid claims that 'I didn't see you roll the coin, so it doesn't count.' So Danny roles the die again. Heads again. The other kid is staring right at the die, but says again 'I didn't see you roll heads. It doesn't count.' So Danny roles the die a THIRD TIME. Heads a THIRD TIME. The n00b once again claims 'I didn't see you roll the die. It doesn't count.' [what can you do when you're gonna loose, huh?] Now Danny calls the judge and tells him what's happened, about how the kid keeps on saying "I didn't see you roll the die blah blah blah." Danny's BROTHER, who is in masters division, has also seen this whole episode, and tells the judge this is true, and about how this happened 3 times. The judge, however, threatens to DQ Danny's brother from the tournament if he doesn't, I believe he said 'hold his toungue.' So the judge has Danny roll again. TAILS. -___-

Was this fair? If you're watching a match, and something similar happens, what can you do?

From what I can tell, the judge did the right thing having Danny re-roll, even though it was the fourth time. However, the judge had no grounds to threaten a DQ for Danny's brother.

From the "Penalty Guidelines" on go-pokemon

"Disqualification is the most serious penalty that can be issued at a tournament. Its use should be strictly reserved for the most extreme cases, where a player's actions (whether intentional or unintentional) have significantly and negatively impacted the integrity or operation of the entire event."

And from "Tournament Rules" under "Spectator Guidelines" from go-pokemon

"Spectators may watch a match but may not interfere with a match in any way."

Technically, he was "interfering", but not in a way that would warrant disqualification.
 
(Sorry for the late reply; I'd been asking around for second opinions)

What the judge did in that case wasn't the right thing to do whatsoever; what should have been done was that the junior noob should have been given a warning for unsportsmanlike conduct - since it wasn't just hearsay; there were several witnesses.
If something like that happens again, you can always ask to talk to the head judge instead and ask him to make a decision; the decision of the head judge at a tournament is final.
