Ruling Volcarona DEX's Scorcing Scales

Volcarona DEX's Scorching Scales Ability says to put 4 damage counters instead of 2 on a Burned Pokemon in between turns. It doesn't say anything about my opponent to do a burn check beforehand, so I guess I'd just put those 4 damage counters on all between-turns segments in which Scorching Scales is on the board.

Uh, no, that's referring to if your opponent fails the burn check.
