Ruling Unkown Q and E-Belt

I was wondering if I could attach a Unown Q:

to a Pokemon with Expert-Belt:

attached to it.

I think I can because Unown Q doesn't say that it can't be attached to a Pokemon that has a tool attached to it, but I'm not sure. Thanks ahead of time!

No. A Pokémon may have only 1 Pokémon Tool attached to it at any given time (unless the card text were to specifically state otherwise).

Note that this does not apply to TMs or other trainers that are attached to a Pokémon (such as PlusPower).
