I must confess I was surprised by the HP on Stunfisk, so I went to check its regular HP, and goodness, that thing is hardy.

And yours specially; I like the synergy its attacks have with the HP; if you don't mind a suggestion, though, perhaps you could make it so Anger Stun uses a coin to paralyze between a certain range, say, 70-30 remaining HP, and it paralyzes directly between 30 and 10? or it paralyzes directly with 7 damage counters, but it does 10 damage to itself?
A full, risk-less paralysis is always a difficult thing to balance, and a very powerful thing if left unchecked; I feel that with two energies and 40-to-10 HP left, you could stand a good chance of simply paralyzing your way to victory with that stunfisk, save for a very opportune Switch and the like, which I wouldn't recommend you to rely on to balance your own cards.

I have a slight tendency to overpower my cards, so my first instinct is to say 10.

Of course, that means 20 is probably more balanced in that case. I usually dislike self-harming pokemon, so I would avoid that stunfisk personally, but I'm sure someone less averse to such risks would be able to find a way around it, like, for example, my Summer Hat. Or, you know, something real.
If you want to copy Summer Hat's effect on your set to purposely overpower Stunfisk, however, that's completely fine with me. Let's hear the screams of frustration of the players.

For the Unown-S, you do need to specifically specify where the Pokemon you search from your deck goes (i.e. Bench, hand, discard pile).
 
[Worry Seed] needs to designate an 'If" clause. If the Defending Pokémon has an ability, it can't be activated during your opponent's next turn. Articulation is reason for this. If the Pokémon doesn't have an ability, the context of that statement wouldn't suite that condition. That's why need to use "If" clauses for clarity purposes.

Would probably make more sense if those two effects we're switched as well. [Worry Seed] definitely runs along the lines of Confusion, while [Secret Power] could reasonable have all kinds of neat potential (such as you've given to Worry Seed). Stunfisk might be better in Fighting-type with Focus Sash. That is, if you moved the self-damage to Flail instead of [Anger Stun]. That would reasonably make a little more sense anyways, because when you're flailing around in a panic, you're likely to hurt yourself.

In this case, you could equip Focus Sash, then if your opponent would normally One-Hit KO it, Focus Sash would kick in and automatically enable [Anger Stun] for you—from which you could potentially use it to take your opponent's Active Pokémon with one final Flail. Flail would help to automatically enable itself that way as well. A One-Hit KO is the likeliest scenario, so just something to ponder on I guess. In that form it has potential with both Fighting Fury Belt and Focus Sash.

I like your Solrock and Raikou! I personally wish there was an effect like Cosmos Control in the format - it'd make lock decks much less annoying. Raikou is interesting too. I like how Lightning Rod interact with the first card you draw, however there is no way to tell what the card is in the current effect. I'd use the wording below to fix that. I do think that Lightning Rod as a name should be changed to Flash Rod or something that reflects the damage aspect, as to me I'd see Lightning Rod as a similar effect except you attach the Energy to Raikou.

Oooo! That's a really nice idea for Sniper! My idea (as it will be seen) is much different to that, but your idea makes a bit more sense mechanically. Gardevoir's attack is also quite interesting. I nearly would've gone with make it put 10 damage counters on your opponent's Active Pokemon, as that way retreating doesn't remove the effect, and it adds some strategic elements to the card.

Diggersby may be a bit powerful considering VERY powerful tools like Burst Balloons and Life Dews exist, and that would be a bit of a broken combo.

Should I make it so that the Tool cards are returned to the deck? And call the ability Recycle?
 
Into your deck should be fine. It should be about the same power as Eco Arm that way.
