I'm a new player and I have a few questions
ok

Can I only level up my active pokemon to Lv.X?
Can I use a card like http://pokebeach.com/scans/platinum/115-pokemon-rescue.jpg to get a Lv.x from my discard pile?
Can I also use a card that searches my deck for a pokemon to search for a Lv. X?
Can I attack on my second turn?
And what can i do on my first turn?

Yes.

Yes, because it gets any Pokemon.

Can I also use a card that searches my deck for a pokemon to search for a Lv. X?

Yes.

Can I attack on my second turn?

Yes.

And what can i do on my first turn?

If you are first you may attach an energy card to 1 of your Pokemon, play down a Basic Pokemon from your hand onto your bench, retreat your Active Pokemon, and attack.

Can I only level up my active pokemon to Lv.X?

Barring the use of an effect of a card, yes, you can only level up your Active. If you retreat it, it still retains its LV.X form though.
The only two cards that can level-up something from the bench is the Trainer card Level Max (from Platinum) and the Porygon-Z promo's Learning attack.
