The Samurott is two (2) with Ability and one (1) without Ability.

Other than that, I'd say that you should use less Dual Ball and more IQ. You should also leave out Samurott non ability - he's nothing special.
 
Availability is the problem. Pike is somewhat useful to pick off some low HP mons. I just edited in the strategy as well, and it's pretty straightforward anyway lol.
 
to be honest, i think its just a bad idea to play more than 1 stage 2 pokemon in this format especially since bts is going out and rare candy isnt as good. suicune entei legend snipes for 100 for only 3 energy. plust its easier to get out. just my opinion
 
It would have been better if you added some deck input rather than just bash the deck for having two stage twos.
