Hi, i was making a leafeon Stats condition deck, and was told that you can`t use rainbow to get both SC with roserade UL. I`m 99.9 % sure that you can, but i just want a professor to confirm it.

You can yes. The ruling is the same as is the case with Vileplume LA - Attaching a Multi/Rainbow energy that provides both kinds of energy at the same time WILL activate both effects from Roserade.
