There is a haunter, though not in block formation, that when put into play from your hand confuses the opponents active pokemon. It came out at the same time a machoke that when confused it deals 50 extra damage. I do not know the set name but i believe the symbol fof the set was 3 trees.

The Haunter is from EX FireRed and LeafGreen, and it confuses your own Active Pokemon, not theirs. The Machoke is from EX Legend Maker.
Confusing your own Pokemon might seem like a bad idea (unless your Active Pokemon is the aforementioned Machoke, however), but the idea is to overwrite sleep or paralysis with it, and then retreat (or attack if you've got the grapes).
