Ruling Raikou SL9 and Manetric PL

When you use Raging Thunder, you have to choose a target. Manectric doesn't prevent you from choosing someone on your Bench; it just prevents the damage done to them. So if you pick someone on your Bench, they will take no damage from the attack.

That said, you can still choose Raikou if you wish, but he will take damage since he's not on the Bench.
 
(or you can pick Manectric as your bench target, but his body does not block damage either. You just pick someone, and if Manectric's body is protecting it, the damage is nulled and your turn is over.)
