I'm pretty sure I know the answer to this, but Golurk's Devolution Punch applies the weakness and resistance of the evolved Pokemon, correct? For example, if I used it on an opponent's Hydreigon DRX which has no Resistance and devolve it into a Deino with a Psychic resistance, the attack still does 60 damage.

You're correct. You apply the damage on the original target, and then you apply the effect. Hydreigon takes 60 damage (since it has neither weakness nor resistance against {P} ), and then you return the highest stage Evolution card (Hydreigon) to the hand. If at this point the Deino has enough damage counters on it for a KO (and it most likely will), then the Deino is Knocked Out and you take a prize card.
