Ruling proxies

Ok so my local league just became sanctioned. Before we allowed world championship cards and 2 proxies, to help newer players.
But now that were sanctioned the girl running the league says that its legal to have up to 2 proxies in any deck.
I can't find any truth to this anywhere, please tell me if I missed something.

She is wrong. You may not use proxies in a tournament or a deck.~Mark

...unless the TO for a tournament allows you to do so. The only case where this would happen is if a card was damaged or would somehow appear marked in a sleeve. Then a proxy may be used (but it must first be cleared with the TO, no exceptions).
