Ruling Power Cancel and Psychic Bind

Mesprits "Psychic Bind" prevents the use of Poké-Powers when Mesprit is put into play. Can you use Alakazam's Power Cancel in order to prevent the effect of Psychic Bind, or would Psychic Bind's effect take place immediately and prevent the use of Power Cancel?
 
As long as Alakazam was in play first, you should be able to use Power Cancel, in effect, stopping Psychic Bind cold.

Yeah. This case is a bit different. The answer, which already has been stated, is written right on the card. Mesperit says during your opponent's next turn. And Alakazam says during your opponent's turn. So Psychic Bind will never stop Alakazam. Because on the turn in which Alakazam's Poke-Power would be effected, it isn't allowed to use it anyway because of the way it's written. And therefore, yes. You can Power Cancel to Stop Psychic Bind. Just the clarification of this particular case.

It looked like one of those unstoppable-objects-meets-immovable-walls things, but it turns out there won't even be a collision.

This also means Power Cancel can't be stopped by Power Spray for the same reason, that they occur on the other player's turns, correct?
 
Well, Power Spray can be played on your opponent's turn. Power Cancel also works the same way as P. Spray.

So the conclusion to that is that Power Spray can't counter Power Cancel because Power Cancel can only be used on the opponent's turn.
