Garchomp= Cynthia
Ludicolo= Wallace
Dragonite= Lance
Alakazam= Rival (Gary or whoever your character's Rival is named)

1. the champion of Hoenn is Steven. (Wallace is the 8th Gym Leader)
2. Steven does not have a Ludicolo.
3. Wallace does not have a Ludicolo.
4. None of the Elite 4 have a Ludicolo.
5. So that can't be the link.

Are they all Stage 2 Evolutions that have dual types?

In Pokémon emerald, wallace is champ and steven is some random guy that helps you once in a while.anyway, they all have good special attack.

actually, Wallace does indeed have a Ludicolo when battling him as champion.
I quote from a video description on youtube: "The Champion, Wallace, uses Water Pokemon. He uses: Wailord, Tentacruel, Ludicolo, Whiscash, Gyarados and Milotic."
