You are still doing it before an election, just not all of it of course, and Obama already admitted during his inauguration that it would be a long process. The thing is, you fulfill promises closer to the next election so it is still fresh in a relatively unintelligent country's mind.
Alright, so that's the 11th President of the Untied States. That is quite a big difference from now and to top that off I like how you pointed out for me that he did not run for a second term. Why would he hold anything back if he wasn't planing on running for a second term?
Fulfilling promises only to be re-elected, and not for the good of the country, is low.
This is modern politics I'm afraid.
