The point of this deck is to set up your attackers with Eelektrik's Dynamotor.

NOTE I only have one Mewtwo and Smeargle so please don't suggest more mewtwo or Smeargle. Thank You.

Well, this is a simple change but:

-1 PONT (having 4 isn't as good as having 4 Junipers more speed and faster energy acceleration)
+1 Prof. Junpiper ( ^ )

Also:

-1 Energy Search (You rarely ever use this)
-1 Fighting Energy (Refer to the below)
-1 Terrakion (Having 3 just makes Shaymin EX's day)

+2 Level Ball (This is one of the key cards in your deck, you need to search out you're eels)
+1 Eviolite (this a simple tool that keeps stuff alive.)

sorry i only had 2 terrakion i typed 3 instead, i fixed it on the list.

I'd drop the DCE's. The only thing that can really abuse it is Mewtwo, and you'll probably only ever play him down to the Bench to KO your opponents Mewtwo, meaning you can just Dynamoter and attach.
