Ruling Mew ex question.

Ok, how does mew ex work? Playing with a friend we came upon this situation where he had umbreon prime and I had mew ex, I did devo crush paying the 2 energy cost to trigger the devolution or whatever which will make him have an eevee with 50 base hp, I believe that eevee will get ko'd since I sent umbreon back to the deck and all that.

Friend's opinion here -> : My opinion argues the fact that the 50 damage goes through to the umbreon beforehand leaving it at 50hp then the devolution process takes place in which the evee would retain the 50 hp


The question would be "Which happens first? does the devolution happen before or after the damage?" as in, do the damage counters that were put on the pokemon for the attack remain on the eevee? or are they non-existant due to the fact eevee has 50hp left?

Also, to be clear - damage is not removed from a Pokémon when they are devolved. Therefore, if 50 damage is dealt, and the defending Pokémon is devolved to a stage that has a maximum 50 HP (factoring in things like Snowpoint, Expert Belt, etc.), then the defending Pokémon will be knocked out.
 
Just to add to that, you complete all damage and effects of attacks before checking for knockouts. First you deal the damage, then you devolve. At that time, you check if any Pokemon in play have enough damage to knock them out. At this point, that Pokemon has been devolved to an Eevee. If its maximum HP is 50, after everything is factored in, and it's got 5 damage counters on it, that counts as that Eevee being knocked out.
