^Most likely the second, but you never know... A lot of pokémon that appear in this videos later got Megas, but others didn't and since Ninetales is one of the few pokémon with Drought, it may have indeed been used to demonstrate the locking effect of Kyogre and Groudon's abilities...

Since this is the first legend to Mega evolve How will he be featured in battle with the special way to mega evolve and how does his mega evolution fit in with the rest of the meg evolved Pokemon that just got mega evolutions as well?

The fork head is like a snake with 2 heads. There are very few snakes that have 2 heads but basically it is a take off the 2 headed snakes that roam the world XD. We don't have many 2 headed snakes here but in other parts of the world they are more common than not XD.
