Ruling lv x retreat question

Ok I am just wondering, if I have flygon(rr) on my bench and have a fire energy attached to him and I level up my active heatran, can I retreat the same turn I level'd him up via rainbow float?


and another thing, is there a set number of times you can retreat during your turn?

You may only retreat once during your turn. This does not include the use of cards such as Switch or Warp Energy that switch the Active Pokemon.

You may retreat a Pokemon LV.X in the same turn you level it up, provided you haven't retreated once this turn already. If Flygon RR has a basic Fire Energy attached, Heatran LV.X, being Fire type, is granted free retreat if Flygon's Rainbow Float is not cancelled out (e.g. Time Crystal).
