Ruling lost world and legendary pokemon

since the ruling on mew is that it can't reference a legendary pokeomon in the lost zone, does that mean the lost zone stadium can't reference a legendary pokemon in the lz?
and if ig can, do each half count as their own pokemon, or do both halves count as one?

You've got it mixed up. Mew just cannot reference a Pokemon LEGEND's attacks. That doesn't mean a Pokemon LEGEND doesn't exist in the Lost Zone.

As per the Call of Legends set FAQ, each half of a Pokemon LEGEND counts as 1 Pokemon (so both halves count as 2). So, if you have 3 full sets of Pokemon LEGEND in the Lost Zone, that's 6 Pokemon cards right there.
