Kyogre from Mega Symphonia

Kyogre has been revealed from Mega Symphonia, which releases in Japan on August 1st. Mega Brave and Mega Symphonia will combine to form the majority of the international set Mega Evolution, which releases September 26th.
Kyogre - Water - HP150
Basic Pokémon
[W] Riptide: 20x damage. This attack does 20 damage for each [W] Energy card in your discard pile. Then, shuffle those cards into your deck.
[W][W][C] Swirling Waves: 130 damage. Discard 2 Energy from this Pokémon.

Even Pao only ever played 8 water energy. It's too much set up to be the sole attacker in any deck, and it's never actually hitting any damage numbers that matter. If you want energy back in the deck I think you're better off playing energy recycler.
 
Would be IR, SIR is only for ex Pokémon. And actually chances for IR aren't really bad. Inteleon is 069, so 064 - 068, 5 ARs, are for Leaf, Fire and Water with Pokédex number before Inteleon. So why not? Celebi and Kyogre would be insane ARs.
We also saw the IR Groudon in paradox rift, and that's the most valuable card in that set last i checked. I wouldn't be shocked in the slightest if this got an IR, and a good one at that.

I could see it being a nice card depending on the meta. If we do get some meta fire mega with 320+ health it'd be a nice closer after already using a bunch of energy on the first one.
 
When I first saw this card, I looked at its attack first. I thought it would go great in my GLC deck ft. Kyogre from Celebrations. Then I read what Pokémon it was. Hopes crushed.
