IV's cannot be "Gained," but only bred for.

If you understand what IV's are, then you would know that those are the possible values your IV can be. If you have 31 IV's in a stat, you can reach the maximum possible stat with a beneficial nature.

And you don't choose your IV's. You have to breed for them, which can take a lot of time. This question should really be asked in the Competitive Battling Q&A thread, so I'm just going to lock this.
