As in, if I have a Scizor active, and my opponent has a Cleffa(HGSS), do I have to flip to hit it with Special Blow?

EDIT: I knew they couldn't evolve. All right, just checking. Next question. Does that baby rule apply to babies like Pichu SF then?
 
No you don't. There's nothing on the card that says the Baby rule must be applied. Instead all babies have a few things in common: lack of W/R/RC, free attack that puts it to sleep, a Poke-Body that protects it from damage while sleeping, 30 HP, and the inability to evolve. (Yes, you heard me right.)
 
The Baby Rule hasnt been in effect ever since the Ex series started with the Baby Evolution Poké-Powers. Therefore no, it doesnt work like that with ANY baby that hasnt been in the 2nd gen sets.
