Ruling Flygon SW Question

I was wondering what pokemon does Flygon SW put Damage counters on, is it your opponents active or all your opponents pokemon, our does each of your opponent active text for double battles.

It puts a damage counter on your opponent's Active Pokemon (not the Bench) that isn't Fighting-type. If you are in a double battle, it puts a damage counter on each of your opponent's non-Fighting Active Pokemon. The text is worded for double battles.
