Electrode has an attack, Low Current, that states that if Electrode was damaged by an attack during my opponent's last turn, the defending pokemon is now paralyzed.

My question: Say Voltorb is active and was damaged during my opponent's last turn. I evolve it into Electrode. Does Low Current's effect apply? I would imagine not but if you read the Electrode part as "this pokemon", then it would.
 
When you evolve a Pokemon, those effects are cleared. It's no longer the same Pokemon it was last turn. You're correct in your assumption in that it won't count.
