Ruling Electivire Lv.X

hey me and my friends were batteling and he used this.

his second attack,
discard all pokemon tools and stadiums your opponent has in play. if you do prevent all effects, including damage done to electivire during your opponents next turn

no does that include Powers? cause it doesnt say by attacks. which is weird cause usually they do. is it an error? cause it Caught me out when trying to poison him with a power. and i could swear its jsut a mistake in wording.

Also if it does include powers. Powers like metagross LA. "flip a coin if heads choose an opponents bench pokemon and make it active" that would still work cause the effect isnt on electivire. right?
And if i were to use Gengar's "curse" and would i be able to move a counter From electivire? and likewise too Electivire? (if i tried to place one on would that not work essentially healing one of his pokemon by 1?


and final unrelated question Can i evolve Pikachu* into raichu? (and all other * pokemon for that matter) i know the rule about the names. so im jsut wondering if the * is part of the name?
 
Regarding Electivire: If Pulse Barrier ends up discarding a tool or stadium, Electivire will not be affected by your attacks on your next turn. It does not include Poke-Powers. Therefore were you to use Metagross LA's Magnetic Reversal (and flipped heads), you could switch it. Also, if Electivire leaves the active spot by any means, the effect of Pulse Barrier will vanish.

Curse is likewise a Poke-Power, not an attack, so you can move damage counters to/from Electivire via Curse.

Regarding Pikachu *: The * is part of the name. So no, you cannot evolve Pikachu * into Raichu, etc.
