That Shadow Lugia card is a Jumbo promo that was given to people who picked up Pokemon XD at the launch party at the Pokemon Center in Tokyo. It has an English counterpart as well that was given out at Pokemon Center / Nintendo World store in New York. And like I said it's a jumbo so it's just for fun.
They sell these on eBay all the time.
Of course it's not playable. If it was, it'd be an amazing tech :/.
