If you have 3 Deoxys EX on your bench, will the ability stack up? So, if I have 3Deoxys EX on my bench, and send out Lugia EX to use Plasma gale, will it do 30 damage?

No, silly; it would do 150 damage

To add, abilities that are static, that are physically possible to apply multiple times, stack, unless of course the text states otherwise such as Metagross' Plasma Search and Gardevoir's Psychic Mirage.
