Because Claydol is a League Promo, can you use Claydol GE in the MD-on format?

No. Claydol is out.

League promos are from whatever set that they originally came from. The league promo Claydol still has the GE set symbol, and therefore is counted as being from the GE set. Therefore, it will be out of modified-legal play come the rotation at Worlds.
