Ruling Another Mew Prime question

I had a debate with someone regarding Mew Prime's Poke Body: Lost Link

The argument was I told the other player he does not have to be my active Pokemon in order to use this Poke Ability, however it does count as my attack for the turn. If he had to be my active Pokemon it would clearly state it on the card like other cards do.
He argued Mew Prime had to be my active Pokemon.

Anyone know what the official ruling is?

The last time I checked, it was your Active Pokemon that attacked, not your Benched Pokemon. Mew's Poke-Body is always on, but to attack, it has to be Active.
