since they don't want evolutions to depend on candies, why don't they try this:

Abra                   ??? HP

??? - Evolution skip
search your deck for an Alakazam and put it on Abra (this counts as evolving abra). you do not need the stage 1 card.

??? weakness     ??? resistance    ??? retreat cost

I never play the card game. Would that idea actually work? Has it been done before?

No it hasn't, but it could work. The text wouldn't say the second part about the Stage 1 though. Only problem is that Alakazam would be really weak to devolution cards like Espeon EX or maybe Mew EX, and I'm sure it'd be nice to use something like Surprise! Time Machine if it got reprinted.
