You should play 2-3 Mew Primes + 2 Psychic + 2 Cyrus. I have won almost every Gyarados vs Vilegar just because I have Mew. Mew hits 120, with crobat it OHKOs everything in VileGar. And you can easily recover mew with Combee + Seeker.
