If you're looking for a budget deck, (like maybe under $100) maybe try something like Donphan PLS/Trevenant XY. It's a really good Item Lock deck. The strategy is to use Donphan's Spinning Turn to deal damage (with the aid of Muscle Band, Strong Energy and Fighting Stadium) and switch into Trevenant each turn to prevent your opponent from playing Items.
But back on topic to the cost of the Lucario variants; Lucario EX is rather inexpensive for a good EX, sitting at $17-$20. Landorus EX however is currently about $40-$50, making the deck very expensive.
