Kinda. Rather than a set date that makes a thread unsuitable for posting, it comes down to quality of thread and the quality of the revival. If the thread had pretty good discussion value when it was thriving, a revive that contributes more than a few sentences is okay. If the thread wasn't that great to begin with, the best revive in the world won't help--the thread shouldn't have been made in the first place.
