I hava Snowpoint Temple in play and I have 10 Damage counters on my Ho-Oh (original 90HP). If my opponent somehow discarded the Snowpoint Temple and my Ho-Oh is now knocked-out, do I get to use the Poke-Power Phoenix Turn?

Just to clarify, If my opponent uses Gardevoir's Psychic Lock on my Ho-oh and knock out my Ho-Oh, am I allowed to the Phoenix Turn? Since Psychic Lock only prevent me to use Poke-Power on my turn, and Ho-Oh Poke-Power is activate during opponent's turn.
