Ruling Zoroark Question

I have 2 questions regarding it's Foul Play attack:

1.) When attacking a Lv.X pokemon, can Zoroark's Foul Play also use the attacks from the previous level of the defending Lv.X pokemon like the defending pokemon itself can use?

2.) When Zoroark's Foul Play uses an attack that has the Pokemon's name in it's effect like Umbreon's Moonlight Fang, does that effect pertain to Zoroark, like does he gain the same effect from Moonlight Fang or does it only pertain to Umbreon since it doesn't state "this Pokemon" and says "Umbreon" instead?
 
1.) Yes it can, as those attacks are still its own moves. (It can't copy Technical Machines, though, as those are not its own attacks - just an attack it can use instead of its own.)
2.) It pertains to Zoroark. If an attack is self-referencing (as Moonlight Fang is) and gets copied, replace that specie's name with "this Pokemon". So, if Zoroark used a Moonlight Fang, he would not receive any attack effects/damage next turn from any opponent's Pokemon with a Poke-Power or Poke-Body.
